General Counsel and Chief Legal Officer

Cara Milligan serves as General Counsel and Chief Legal Officer at Freeman, where she is responsible for overseeing the company’s legal strategy for compliance, governance, litigation, labor & employment, and government affairs. She acts as a strategic advisor to Freeman’s Board of Directors and executive leadership, and partners across the organization in support of Freeman’s risk, privacy, ESG, and corporate development initiatives.

Prior to joining Freeman, Cara was General Counsel for Omnicom’s Advertising and Commerce divisions, where she advised marketing and advertising agencies specializing in content production, live events, sponsorships, sports & entertainment, branding, retail, and ecommerce. While at Omnicom, Cara oversaw a team of attorneys and led legal affairs across matters including complex contract negotiations, employment, generative AI, privacy, and risk. She led several internal mergers and cross-agency integrations and reorganizations.

Cara’s background has equipped her with an innovative approach to problem solving and the ability to provide commercially driven legal counsel. She holds a Bachelor of Science in Journalism from the University of Kansas, as well as a Juris Doctorate from the University of Kansas School of Law.
